Tax and levies on Ghanaian betting money
Two charges on Ghanaian betting money ended on the same day and they were not the same charge. One sat on the transfer and one sat on the winnings, they were repealed by separate instruments, and conflating them is how a page ends up stating something that is half true.
The withholding on winnings

The detail that matters is that it was charged on the gross. It was not a tax on profit: it applied to the amount returned rather than to the amount returned less the stake, which made a break-even year a losing one. That is why the repeal was worth more to regular bettors than the headline rate suggests.
A separate tax on gross gaming revenue remains and is paid by the operator. It does not come out of a payout and no figure on this site is adjusted for it.
The levy on the transfer
Electronic Transfer Levy (Repeal) Act, 2025 (Act 1128)
No government levy sits on a mobile money transfer today. The electronic transfer levy was repealed on 2 April 2025 under the Electronic Transfer Levy (Repeal) Act, 2025 (Act 1128).

A levy on electronic transfers was introduced at 1.5% in 1 May 2022, reduced to 1% at the start of 2023, and repealed outright on 2 April 2025. Depositing to a bookmaker by mobile money therefore carries no state charge at all, and any page that still describes one is describing the position before that date.
What this means for a figure on this site
Nothing in the ledger is adjusted for either charge, because neither applies now. What it does mean is that a withdrawal figure quoted anywhere from before April 2025, including on pages that have not been revisited since, was describing a different net amount than the same figure describes today. Where this site quotes an operator's own wording about charges, that wording is about the operator's charge and not about the state's.

Questions about tax
Is tax withheld from betting winnings in Ghana today?
No. A ten per cent withholding on gross winnings ran from 2023 and was repealed on 2 April 2025. A licensed operator pays winnings in full. The tax on gross gaming revenue that remains is an operator obligation and does not reduce what a player receives.
Has betting in Ghana always been untaxed?
No, and this is the half people get wrong in the other direction. The withholding existed, it was charged on the gross rather than on the net, and it only ended on 2 April 2025. Any page describing a period before that date has to say so.
